Hi
You state that the dynamic port is on 49172 (TCP). I was given to understand that the dynamic port is precisely that, a dynamic port and it can change every time the SQL service is restarted. I believe the SQL Browser "listens" to all incoming connections and redirects to which ever port is dynamically assigned.
